The situation

Cities are canceling license plate reader programs. Not because the cameras failed, but because "trust us, we check the logs" stopped being enough. When the question comes, a chief today has two answers: drop a tool that finds stolen cars and missing people, or ask the public to take the department's word. CivicAttest is the third answer: keep the tool, and show the public the proof.

The attestation

Each quarter, your records administrator downloads the audit export your camera system already produces and uploads it to CivicAttest through a secure portal. Every search is checked against ten published rules: repeated searches of one vehicle without a case, activity at unusual hours, outside agencies concentrating on specific plates, and more. Every item raised is a question for a supervisor, printed beside the innocent explanation that could account for it. The review never accuses anyone of wrongdoing, and it returns two documents to you.

Both carry the same verification code: SHA‑256 64e9…e946  so anyone can confirm the public version reports the same audit the chief saw.

Grounds for trust

1. Your logs are hashed on intake and destroyed on delivery. The moment we receive your export, license plate numbers become one-way codes, and we delete the file once your reports are delivered. We keep only the finished reports and their verification codes.
2. We use arithmetic, not artificial intelligence. Every rule is published, deterministic math. The same file produces the same findings every time, on any computer, and every finding can be traced to its rows.
3. Tested forty times before we asked for your trust. Forty independently authored synthetic logs, roughly 200,000 records, including trap scenarios built to bait false accusations. The accusatory rules never once flagged a legitimate response. Every miss is published in full.
4. Independent of your camera vendor. WilWell Technologies sells no cameras and holds no stake in your vendor. The attestation answers to the record, and to no one else.

What happens to our data after we send it?

Your export is hashed the moment it reaches us, so license plate numbers become one-way codes right away. We review only the hashed data, deliver your two reports, and then delete the export. We keep only the finished reports and their verification codes.

Is this an AI system?

It is not an AI system at all. Detection uses ten published, deterministic rules, so the same file produces the same findings every time, and every finding lists the exact records behind it. Nothing is generated, predicted, or scored by a model.

What does an audit cost?

Does this replace our supervisors' review?

It does not replace your supervisors at all. Every item the audit raises is a question for a person to review, printed beside the innocent explanation that could account for it. The attestation gives your existing review process independent eyes, and gives your council the paper to prove it happened.
